David Millush named Finance Officer

David J. Millush is Carteret County Public School System’s new Finance Officer. The announcement was made by Superintendent Dr. Dan Novey January 5, 2011.

Mr. Millush will begin the transition to his new duties immediately, filling the position left vacant when current Finance Officer J. Ipock retired in December.

Mr. Millush has worked as the Carteret County Public School System’s Testing and Accountability Coordinator since 2005. Plans for the performance of his duties will be announced.

 “Mr. Millush’s business administration background, his leadership in businesses, his budgeting experience and his enjoyment of working with numbers make him a good fit for this position,” Dr. Novey said. “He is a very personable professional and his skills will complement the strong Finance Department staff we have in place.”

Mr. Millush holds a bachelor’s degree in business administration from Park University in Missouri. He had taken graduate level courses in operations management from Boston University in Massachusetts. Mr. Millush served as an officer in the US Marine Corps from 1976 through 1991.

Prior to joining the Carteret County Public School System, Mr. Millush operated a business services company. He served as vice president of an association of business leaders for two years and then assumed the duties of president, and served in that position for three years.

Mr. Millush’s areas of special competencies include database management, budget development and control, compliance audits, procedural analysis and redesign, policy implementation and review, personnel management and training, customer service and contract negotiation.

His experiences include auditing compliance of offices in a nine-state region to guarantee strict observance of federal, state and local regulations; negotiating multi-million dollar contracts for equipment, facilities and services; developing and supervising multi-million dollar budgets; managing extensive databases of critical information; leading departments of up to 250 personnel of various nationalities and languages; presenting papers and speeches to international audiences on leadership, management and quality control topics; and supervising all aspects of information technology systems, programs, hardware and purchasing.

While working for the Carteret County Public School System, Mr. Millush has distinguished himself on the state level. In 2007 he was selected by the North Carolina Department of Public Instruction (DPI) to assist in writing the charter to establish the department’s Accountability Change Control Board, and he was re-nominated the following two years. Throughout the years Mr. Millush has assisted the DPI in designing, developing, field testing and upgrading accountability software.

“Mr. Ipock served this county well for the last 26 years and we have been fortunate to have his services,” Dr. Novey said. “Mr. Ipock’s experience and depth of knowledge of the school system finance system is impressive, and he was often called upon for assistance by finance officers from across the state. I wish him all the best in his retirement.

“Mr. Millush has the working financial knowledge to succeed in the position of finance officer,” Dr. Novey continued. “He will serve as a conservative steward of the tax payers’ dollars provided for the education of our county’s students.”

Mr. Millush said he is anxious to begin working in the new role.

“I am excited about taking on this new challenge,” Mr. Millush said. “I have big shoes to fill in order to attempt to keep up with what J. Ipock was capable of handling, and that is humbling. I appreciate the confidence shown in me and will strive to do my very best.

            “I look forward to continuing to work alongside the school staff members and administrators in the new role of finance officer,” Mr. Millush said. “From my six years working in the central office, I have witnessed the competence and dedication of the finance office staff and appreciate their professionalism. I can truly say I am blessed to work in a place that functions as a team and a family.”

            Mr. Millush and his wife Julia live in Morehead City. She is a teacher at East Carteret High School.
